Summary: 
The Ukrainian Army and Houthis are similar in utilizing commercially available or inexpensive unmanned systems and anti-ship missiles to obtain a win over a more superior rival. The US and its allies should consider adopting commercial unmanned technologies to increase the survivability of their naval assets. 
  • Although the Ukrainian Army and Houthis use low-cost drones and missile attacks to disrupt their foes' attacks, militarily superior countries must consider how to enhance their capabilities and defend against asymmetric unmanned threats. 
  • Unmanned platforms can support and enhance legacy manned platforms by improving intelligence, surveillance, reconnaissance, target acquisition, logistics, and protection. 
  • Combining robust but expensive unmanned platforms with low-cost but attritable platforms is a cost-effective solution for countries with constrained budgets. 
  • The US Navy and its allies can prioritize platforms focusing on countermeasures and shielding capabilities from missile threats or explosive unmanned vessels.
