可疑的合作夥伴關係
  • 和俄羅斯一樣,大多數中國企業也依賴西方技術,容易受到西方制裁的影響。因此,大多數中國企業不太願意與俄羅斯進行貿易。

阻止技術流失

  • 西方必須確保其科技公司具有透明性,有明確的道德業務界限,並依據國家利益行事。

Suspicious Partnership 
  • Like Russia, most Chinese companies also rely on Western technologies and are prone to Western sanctions. Therefore, most Chinese companies are reluctant to trade with Russia. 
  • Despite a "no limit" partnership with Russia, China is wary of sharing sensitive technologies with other states. Similarly, Russia suspects Chinese technologies may pose national security threats due to close links between Chinese companies and the Beijing government. 
  • China also struggled to produce frontier technologies due to Western export controls. Its products sometimes need to be improved or improved compared to Western technologies. 
  • Therefore, Russia looked for global intermediaries to secure its access to Western technologies, although it was more costly and took longer to deliver. 
  • The more the West isolates Russia, the more Russia will go closer to China and rely on Chinese technology. Although the transition is still far off, China is a valuable middleman for supplying Western technology. When Chinese technology is on par with its Western counterparts, Russia can cut its addiction to Western technology, but it will not occur soon. 
Stopping the flow 
  • It is crucial for the West to maintain its technological leadership and prevent its technology from being used by authoritarian regimes to suppress civil liberties. Therefore, the West must do more to hold its technology companies accountable. 
  • The West must ensure its technology firms are transparent, have clear ethical business boundaries, and act according to national interests. 
  • The West should ask its companies to participate in the government's effort to identify and disrupt the technological supply chain.
