In April 2024, Russia held a conference on information sovereignty and security in St. Petersburg, inviting national security officials from Asian, African, Latin American, and Middle Eastern countries. - Russian cybersecurity firms appear to be privately owned. However, they have close ties to Russian military and security agencies such as the FSB and GRU, making them a target for Western sanctions and bans.
- While the West was devising new rounds of sanctions on Russia, delegations comprising top national security and intelligence agencies from other parts of the world participated in the conference.
- The conference participants have long understood Russia's capabilities in cybertechnologies and the value they could bring in protecting their national digital infrastructures. These countries have maintained business ties with Russia despite the Ukrainian crisis and are not concerned about Russian influence in their countries.
- Despite Western pressures, Russia is attempting to expand its influence, promote the Kremlin's narrative, enhance its intelligence capabilities, and blunt Western intelligence activities by promoting the global use of Russian cybertechnologies.
- Trump's softer tone on Russia and the reduction of US counter-Russian cyberoperations assets may enable Russia to wage more cyberwarfare against the US and Europe and undermine their influence in the global south.
