Summary:
Although it is hard to determine the winner in drone warfare, China is advantaged when considering current capabilities and scenarios. Therefore, the US and Taiwan must improve their drone capabilities.
The US
The US
- Procure more "good enough" long-range drones for the Indo-Pacific theater.
- Diversify its fleet of drones by mixing higher-end and lower-end systems.
- Invest in autonomous self-destructive drones for attacking vessels.
- Pre-position short- and medium-range drones in Taiwan.
- Refine the operational doctrine for drone warfare in the Indo-Pacific.
- Train drone pilots to be better skilled and able to cooperate with crewed systems.
- Invest in counter-drone capabilities.
- Improve industrial capacity to mass-produce commercial and military drones.
- Consider revamping the MTCR agreement, especially on drone proliferation.
- Revise export control and FMS process to hasten the delivery of capabilities to allies and partners.
- Invest in allies that could enhance the drone-making industry.
Taiwan
- Enhance commercial and military drone industrial base.
- Equip ground forces with FPV self-destructing drones to provide additional short-range precision attacks.
- Integrate short- and medium-range drones with ground systems and stockpile more ammunition.
- Develop combat management software to integrate drones with ground-based fire units.
- Develop interoperability concepts that work with other partners.
- Bolster defenses with kamikaze sea drones.
- Training with commercial and military FPV drones.
