Axios: 台灣從烏克蘭身上汲取教訓

摘要：

烏克蘭和台灣在領土完整和民主制度方面，分別面臨著來自俄羅斯和中國等專制政權的威脅。並且因為敵人的脅迫，烏克蘭和台灣都被隔離在多邊機構之外（烏克蘭是北約，台灣是聯合國）。因此，儘管有國際地位和地域方面的差異，烏克蘭為阻礙更強大的俄羅斯軍隊所做的努力是值得台灣在未來震懾解放軍的一個範本。烏克蘭人展現其保衛國家的決心和毅力，激勵了台灣人也要這樣做。從積極的方面來看，有人呼籲台灣應該延長征兵期，有些人則對學習急救應急等課程產生動力。 

但是，台灣也需要解決一些問題： 

  • 台灣從美國進口了先進武器，但有些裝備其實並不適合台灣生存。 
  • 台灣軍隊存在徵兵期短以及缺乏廣泛訓練等問題。 

台灣可以怎麼做： 
  • 效仿以色列，擴大徵兵規模、採用先進技術以及獲得美國對其地區安全的保證。
  • 制定計劃以阻止敵人的脅迫或控制企圖。 
  • 開發更有調整空間以及彈性的供應鏈，以確保供應和能源。 
台灣目前的國防戰略還有幾個問題待解決，但歸根結底，人民在國防政策方面的意識至關重要。 

Summary: 
Ukraine and Taiwan face a threat from authoritarian Russia and China, respectively, in their territorial integrity and democratic institution. Further, both Ukraine and Taiwan were isolated from multilateral institutions (NATO for Ukraine and the UN for Taiwan) due to coerciveness from their enemies. Therefore, the Ukrainian's effort to hamper the stronger Russian army is a worthy lesson for Taiwan to deter the PLA in the future despite international status and geographical differences. The determination and resilience of Ukrainians in defending their homeland inspire Taiwanese to do the same. On a positive note, there had been calls to lengthen the conscription period and increased interest in learning emergency response. However, Taiwan needs to address some problems. 

The problems: 
  • Taiwan buys advanced weapons from the US, but some equipment is not suitable for Taiwan's survival.  
  • The military has a problem with a short conscription period and a lack of extensive training. 

What can be done: 
  • Emulate Israel in having extended conscription, advanced technology, and US's assurance for its regional security. 
  • Devise plans to impede coercion or control attempts from its enemy. 
  • Develop a resilient supply chain to secure supplies and energy. Taiwan needs to address several problems in its current defense strategy, but in the end, the people's will in national defense is crucial.
